Civil Service

The Civil Service Commission consists of five (5) members; three (3) members constitute a quorum. Two (2) members are Douglas County employees, two (2) members are Elected Officials, and one (1) member is appointed At-Large. Both Democratic and Republican parties are represented on the Commission.

Commission Meetings

The Commission shall meet at least quarterly and, based upon the recommendations of the Clerk of the Commission/Human Resources Director, shall determine the frequency, day, and place of its meetings. Special meetings shall be held to hear appeals of disciplinary actions as necessary.

Civil Service Act

The general purpose of the Civil Service Act is to establish a system of personnel administration that meets the social, economic, and program needs of the County. This system shall provide a means to recruit, select, develop and maintain an effective and responsive workforce, and shall include policies and procedures for employee hiring and advancement, training and career development, position evaluation, salary administration, fringe benefits, and other related activities.

Commission Statutory Powers & Duties

General employment policies and procedures,

Regulations for recruiting, examining and certifying qualified applicants for employment as well as maintaining the registers of qualified candidates for employment for all employees governed by State Statutes,

A system of personnel records containing general data on all employees and standards for the development and maintenance of personnel records to be maintained within the offices governed by the State Statutes,

Regulations governing such matters as hours of work, promotions, transfers, demotions, probation, terminations and reductions in force,

Regulations for use by all offices governed by the statutes relating to such matters as employee benefits, vacation, sick leave and holidays, and

The providing of recommendations to the County Board of the Commissioners on salary and pay plans.

Additionally, the responsibility of the Civil Service Commission is to provide an avenue for an employee to file an appeal before the Commission. It shall be the duty of the Commission to ascertain to the best of its ability the facts of the case and, after weighing all available evidence, to report its findings and decision to all parties affected.
